The Administration Department is responsible for implementing and executing Fiscal Court policy and directives and managing the day to day affairs of the County government.

Campbell County Animal Services provides animal control services, promotes responsible pet ownership, provides humane sheltering and care for animals, and helps end the euthanasia of healthy, adoptable pets.

The Department supports the County in planning, preparing and executing disaster and emergency response actions.

Campbell County Fiscal Court’s Finance Department is committed to transparency in fiscal management, recording and reporting. The department oversees all county funds by creating, analyzing and managing annual budgets. The department manages debt obligations, and oversees all county financial transactions. Other department responsibilities include Occupational License.

Occupational Tax

The Housing Choice Voucher Program is a federal rent subsidy program sponsored by the United States Department of Housing and Urban Development (HUD). The purpose of the HCV Program is to assist very-low income households to obtain decent, safe and sanitary housing. Qualified families pay 30 percent of their gross income for rent and utilities. The Housing Choice Voucher Program pays the remainder of the total contract rent to the landlord under a specific contract with money allocated from HUD.

Campbell County's Human Resource Department supports the county by promoting a work environment that is characterized by fair treatment of staff, open communications, personal accountability, trust and mutual respect. The department seeks and provides solutions to workplace issues that support and optimize the operating principles of our county and community.

The Campbell County Human Services Department oversees and monitors the distribution of payroll tax funds that support mental health, intellectual disability, and aging services provided by a broad range of community partners.

The Information Technology Department partners with other County departments, management and key technology providers to implement and maintain technology solutions that enable efficient operations in the delivery of County services. Responsibilities include the Administration, AJ Jolly Golf, AJ Jolly Park, Animal Shelter, Detention Center, Emergency Management, Finance, Housing, Planning & Zoning, Police, Road, Senior Center, Sheriff and several outside cities/agencies that operate within Campbell County.

Judge Pendery is the co-owner of Pendery Insurance and Risk Management Group.

Public Service

Judge Pendery was elected County Judge/Executive in November 1998. A lifelong resident of Campbell County, Judge Pendery has served as Campbell County Judge/Executive since 1999. Prior to his service to the Fiscal Court, he was Mayor of Ft. Thomas from 1990 until 1998 and a Councilman from 1984 until 1990.

Personal Background

Judge Pendery and his wife Dana have two children, Chase and Allie.

Education

Judge Pendery is a graduate of Highlands High School. He earned a Bachelor of Arts degree in Economics from Denison University and is a graduate of Ohio State University College of Law.

Community Involvement

Judge Pendery is involved in many community organizations. Among others, he serves on the board of the Northern Kentucky Tri-County Economic Development Corporation (Tri-Ed), the Ohio-Kentucky-Indiana Regional Council of Governments, the Northern Kentucky University Foundation and the Dan Beard Council of the Boy Scouts. Steve is a member of the Campbell Leadership Action Group, and the Northern Kentucky Chamber of Commerce. He also belongs to the Kentucky Bar Association and the CPCU Society, which are professional associations.

Judge Pendery is a graduate of Leadership Kentucky. He is a member of Christ Church UCC.

Professional Career

Commissioner Painter has enjoyed a professional career in Hydrogeology from 1984 to 2014 serving throughout the country, holding professional registration in Kentucky and Idaho. He was also a small business owner in Campbell County operating Vineyard Hardwoods for thirteen years.

Public Service

Commissioner Painter was first elected as District One Commissioner November 2, 2010. Was re-elected in 2014 and 2018.

Personal Background

Commissioner Painter and his wife Sulinda have been married for 38 years, and have one son, Matt. They live near Alexandria.

Education

Commissioner Painter holds a Bachelor of Science Degree from Northern Kentucky University and a Master of Science Degree from Ohio University.

Community Involvement

Commissioner Painter is an Associate Member of the Alexandria Fair board. He has served on the Christian Education center School Board. Commissioner Painter has served on the board of the Alexandria Church of Christ, and is on the deacon and trustee board of Main Street Baptist Church.

Commissioner Painter serves on the board of the Cooperative Extension Service in Campbell County and is on the OKI Executive Committee (A municipal Planning Organization for transportation within our region).

Professional Career

Commissioner Besecker has been spent his entire professional career as an educator at Campbell County High School. There he teaches United States History, Advanced Placement Government and Politics as well as Criminal Justice. Through Campbell County Schools, Commissioner Besecker has also served on various Site Based Councils and Principal Selection Committees. Additionally, he has coached various sports and has led a number of extra-curricular clubs and activities.

Personal Background

Commissioner Besecker and his longtime wife, Toni, have raised 4 boys in Grant’s Lick. The boys are all well rounded students, active in sports, outdoor activities and church.

Education

Commissioner Besecker has a bachelor’s degree from Bowling Green State University in secondary education and a master’s degree from Northern Kentucky University in history education. He also holds a National Board Teaching certificate in secondary education.

Community Involvement

Commissioner Besecker has been active for many years in Campbell County through various organizations and groups. He is a member of the CARE Mission board which serves those less fortunate in our region with basic needs and counseling. He also serves as a deacon and youth leader at Main Street Baptist Church in Alexandria. Commissioner Besecker has helped organize and serve alongside others on various community projects including food drives and mission work for those in need. He has also volunteered for many years in youth programs, activities and sports throughout Campbell County.

Tom and his wife, Kim, are lifelong residents of Ft. Thomas, where they are raising their three children, Tyler, Will, and John. Tom is a graduate of St. Thomas Elementary School, St. Xavier High School, and Xavier University. He has a BSBA in Marketing, 1984.

He is very active at his parish, St. Catherine of Siena, and serves on the Liturgical Committee as a Lector. Tom also serves on the Board of the St. Elizabeth Healthcare Foundation on the Business Support Committee.

Tom served six terms on Ft. Thomas City Council. He was Chairman of the Public Safety Committee and Parks and Recreation Committee, and was a member of the Public Works Committee and the Finance Committee.

Welcome to the Campbell County Animal Services website.

The mission of Campbell County Animal Services is to safeguard public health and safety while promoting responsible pet ownership, to provide humane sheltering and care for animals, to protect the community’s animals from abuse and neglect, and to end euthanasia of healthy, adoptable animals.

CCAS provides Animal Control Services for Unincorporated Campbell County and the following cities through an interlocal agreement: Bellevue, Cold Spring, Fort Thomas, Highland Heights, Melbourne, Silver Grove, Southgate, and Wilder.

Program Description

The Office of Emergency Management (OEM) is the agency of county government having primary responsibility and authority for:

  • The planning and execution of disaster and emergency mitigation, preparedness, response and recovery for Campbell County
  • The coordination of disaster and emergency response by and between county agencies and political subdivisions
  • Coordination and liaison with related agencies of the state and federal government
  • Coordination of recovery operations subsequent to disaster and emergencies
  • Coordination of hazard mitigation planning activities

The Office of Emergency Management is further responsible for the preparation and maintenance of a comprehensive plan for the disaster and emergency response of Campbell County. The plan is integrated and coordinated with the disaster and emergency response plans of the state and federal governments.

The Office of Emergency Management is also the agency of county government responsible for the administration and enforcement of the Campbell County Hazardous Materials Control Ordinance. The ordinance was originally adopted by the Fiscal Court in 1986 and revised in 2021.

The Office of Emergency Management acts under authorization derived from the Kentucky Revised Statutes and Chapter 91 of the Campbell County Code of Ordinances.

Effective June 16, 2005, Campbell County has been certified as Storm Ready by the National Weather Service and was recently renewed in December, 2020.

Campbell County Department of Housing (CCDH) Administers Section 8 Housing Assistance in Campbell and Pendleton County, Kentucky.

CCDH Does Not Provide Assistance in the City of Newport, Kentucky.

Mission Statement:

To provide safe, decent, and sanitary housing conditions for qualified families and to manage resources efficiently. The agency is to promote personal, economic, and social upward mobility to provide families the opportunity to make the transition from subsidized to non-subsidized housing.

Highland Village is a senior community for residents age 55 and older.  Please contact Neighborhood Foundations at 859-581-2500 to submit an application or for more information.  Feel free to contact a representative of CCDH with questions or concerns regarding the agency’s project-based voucher program.

If you are a PHA and need to transfer a client to our agency, please submit portability transfer paperwork to CCDH @ hgeneral@campbellcountyky.gov.  CCDH administers the HCV program for Campbell and Pendleton Counties except in the City of Newport.

        A year-round service available to Campbell County residents.

        Campbell Conservancy, Inc.

        The Campbell Conservancy is a non-profit corporation dedicated to conserving green space and preserving land that has unique or significant natural, historical or scenic value. The Conservancy may preserve land intact as natural space or develop it for use, in whole or part, by residents of the county. The Conservancy also seeks to educate residents about the value of preserving land for future and will work with other organizations with similar goals to ensure complimentary efforts and mutual assistance.

        Programs

        The programs offered at the Senior Center are designed on a wellness-based model that responds to the needs of the whole person in a peer-supportive environment, encouraging independence and the practice of healthy behaviors. A combination of strength training, balance and coordination activities, whole-person wellness information, group supports (such as The Diabetes Support Group), walking programs, socialization, Tai Chi, Yoga, arts and crafts, and Wii Bowling are incorporated into the activities and programs offered monthly.

        If seniors want to participate in the wellness programs, a registration must be approved by the doctor. Click below to download the wellness registration packet.

        Participants in all other programs will be asked to also fill out a simple registration form at the front office.

        Lakeside Commons Park is a small pocket park situated near the Campbell County Senior Center and the Cooperative Extension Service building. The park features a pond with a fountain, a winding path, a gazebo, park benches and picnicking areas. An additional path leads to the Cooperative Extension building that has another fountain and a lovely display garden.

        Public Safety Cadets

        The Campbell County Police Department maintains a Public Safety Cadet Program to expose and inform young people about the police profession, promote civic involvement, and promote a positive law enforcement interaction with our youth. Persons between the ages of 14 and 21, who meet the eligibility requirements, may be considered for acceptance in the program. Inquires as to the program, qualifications, activities etc. may be directed to ccpolice@campbellcountyky.gov.

        Campbell County & Municipal Board of Adjustment

        The Campbell County and Municipal Board of Adjustments shall fulfill the duties in accordance with KRS 100.217 through KRS 100.263. The Board of Adjustment reviews zoning regulations. This board represents unincorporated Campbell County and the cities of Crestview, Melbourne, Silver Grove, Southgate, and Woodlawn.

        Home to Northern Kentucky University and a number of Blue Ribbon schools, Campbell County offers top-notch education that produces a highly educated, highly motivated, and highly productive workforce.  With more than 22 primary and secondary schools, residents can choose between many educational opportunities, including public and private schools.

        Honor Guard

        The Campbell County Police Honor Guard was formed in 2005 and is comprised of members selected from the department. All members receive advanced training in various aspects of drill and ceremony to include marching, flag folding, weapon salutes, and the Presentation of Colors. Sadly, one of the Honor Guard's earliest details was the funeral ceremony of one of our own police officers. Officer Jason Faulkner, while serving as an active member of the police department, passed after a long battle with Leukemia. Since that time, the Campbell County Police Honor Guard has participated in numerous events yearly to include Cincinnati Reds games, parades, awards banquets, memorial ceremonies, and other public events.

        The Campbell County Board of Assessment Appeals shall hear any taxpayer aggrieved by the Property Valuation Administrator using the county assessment in accordance with KRS 133.020. The Board of Assessment Appeals shall convene each year no earlier than twenty-five days and no later than thirty-five days following the conclusion of the tax roll inspection period provided for in KRS 133.045.

        In an effort to ensure expired or unwanted prescription drugs are disposed of in a legal manner that protects citizens and the environment, the Campbell County Police Department maintains a prescription drug drop off box in the main lobby. The drop off box can be accessed during normal business hours, 8:00 a.m. to 4:00 p.m., Monday through Friday. The drop off box does not accept syringes, liquids, or vitamin/dietary supplements.         The Kentucky Division of Emergency Management (KYEM) requested the Northern Kentucky All-Hazards Incident Management Team (NKY AHIMT) to respond to the Eastern Kentucky flooding disaster that occurred on July 27, 2022. Some of the members of the NKY AHIMT Team were deployed three times some of which worked twenty-five (25) days straight.

        Campbell County Local Board of Health

        The County Board of Health shall meet annually to set an ad valorem property tax rate to fund public health in Campbell County. The County Board of Health has elected to operate as a District Board of Health as part of the Northern Kentucky Independent Health District.

        Campbell County Police Force Merit Board

        The Campbell County Police Force Merit Board is responsible for classifying and examining applicants seeking employment as officers or employees of the police force and to promulgate rules and regulations governing the classification, qualification, examination, appointment, promotion, demotion and disciplinary action of all personnel of the County Police Force, to hold such hearings and impose such penalties upon the personnel affected, in accordance with KRS Chapter 78.

        NKADD Council on Aging

        This Council was established by the United States government when it authorized the Older Americans Act in 1965. It is governed by KRS 147A090, which delegates the authority to the Area Development District. The purpose of this Council is to designate funding and monitor programs for the elderly.

        General Departmental Exercises

        The Office of Emergency Management conducts annual disaster exercises. These exercises range from the simple table top exercise, to elaborate full scale exercises. Aircraft emergencies, hazardous materials spills, terrorism incidents and severe weather events have been simulated to better prepare the emergency response personnel of Campbell County.

        Northern Kentucky Area Development District (NKADD)

        The NKADD serves an eight (8) county area of Northern Kentucky as an advisory board that assists local governmental units in such areas as identification of needs, development of plans, determination of priorities, coordination of programs, funding of programs and monitoring and evaluating of programs.

        Educational Programs

        Disaster preparedness education has also been an important aspect of the emergency management program of Campbell County. Several public awareness campaigns are conducted by OEM throughout the year. The cornerstone of which is the Severe Storms Preparedness Campaign. This campaign, usually conducted in early March, is an effort to educate the citizens of Campbell County to the dangers of severe weather. Our Severe Storms Preparedness Campaign has received recognition from the Kentucky Division of Emergency Management, on numerous occasions, as one of the top campaigns in the Commonwealth.

        The Office of Emergency Management regularly conducts educational programs at Campbell County schools, nursing homes, hospitals and civic groups. These programs are conducted on a variety of disaster and emergency preparedness topics. In addition, throughout the past few years, we have utilized cable television government access to broadcast public service announcements and locally produced programs focusing on many of the natural and technological hazards that face our citizens and the methods and techniques that they should utilize to protect themselves.

        Northern Kentucky Convention & Visitors Bureau

        In accordance with KRS 83.245, the Northern Kentucky Convention and Visitors Bureau Commission’s purpose is to direct the promotion and expansion of the convention and visitors business in and to its service area. Its objectives are to help establish serving the traveling public, increase business and business standards as well as extending the hand of welcome to all visitors to Boone, Campbell and Kenton Counties.

        Hazards

        Hazard mitigation is another aspect of Campbell County's emergency management program. OEM has recently began preparing the Campbell County Hazard Mitigation Plan to provide information and direction for evaluating the natural hazards that present a threat to Campbell County and to select the appropriate strategies to mitigate the vulnerability to these hazards. The plan outlines procedures for identification of mitigation opportunities that will eliminate or reduce future damage from these hazards. The plan is intended to serve as a guide for those agencies that have capabilities and resources to develop mitigation programs within their areas of responsibility.

        The Hazardous Materials Spill Prevention Control and Countermeasures (SPCC) Program is another responsibility of the Office of Emergency Management. The program, established in 1988, is designed to obtain detailed information from those facilities within Campbell County that use, store or process hazardous materials. One component of the SPCC program is the inspection of certain facilities by OEM. To date, the OEM has a database of two hundred and seventy three SPCC facilities.

        Northern Kentucky Independent Health District

        The Northern Kentucky Independent District Board of Health shall be serve as the governing body of the District Health Department (Boone, Campbell, Grant, and Kenton Counties) in accordance with provisions of the KRS Chapter 212, and the policies of the Cabinet for Health Services. The District Board shall adopt such rules and regulations as are deemed necessary to carry out the statutory responsibilities of the local Board of Health.

        Northern Kentucky Port Authority

        The Northern Kentucky Port Authority facilitates river port projects along the Ohio and Licking Rivers. The NKPA Board oversees the activities of the river port authority, including industrial park development, and asset management.

        Northern Kentucky Regional Convention Center

        The Northern Kentucky Regional Convention Center Board manages the Northern Kentucky Convention Center.

        Northern Kentucky Solid Waste Management Area (NKSWMA)

        The Northern Kentucky Solid Waste Management Area consists of Campbell, Kenton, and Boone Counties. NKSWMA works to improve recycling throughout Northern Kentucky and partners each year on the largest household hazardous waste event in Kentucky.

        Northern Kentucky Substance Abuse Policy Board

        The Kentucky agency for Substance Abuse Policy was created by the General Assembly in 2000 to create a Commonwealth of healthy communities. The statewide mission is to promote the reduction of alcohol, tobacco, and other drug use, through competitive research based state and county strategies.

        Northern Kentucky Water District

        In accordance with KRS Chapter 74, the Northern Kentucky Water District provides a water supply to the citizens of Campbell and Kenton Counties residing within the boundaries of the district.

        Pendleton County Water District

        In accordance with KRS Chapter 74, the Pendleton County Water District provides a water supply to the citizens residing within the boundaries of the district, which includes some unincorporated areas of Campbell County.

        Sanitation District #1 (SD1)

        Sanitation District No. 1 is responsible for the collection and disposal of sewerage and other liquid waste produced within the district, and to do all things necessary for the fulfillment of the purposes of a Sanitation District, in accordance with KRS Chapter 220.

        Transit Authority of Northern Kentucky (TANK)

        The Transit Authority of Northern Kentucky provides a mass transit system for Boone, Campbell and Kenton Counties.

        Campbell County Fire Districts

        Alexandria Fire District (Alexandria), Central Campbell Fire District (Cold Spring, Crestview and Highland Heights), Fire District #1 (Camp Springs, eastern Campbell County and Silver Grove), Fire District #6/Melbourne (Melbourne), and Southern Campbell Fire District (southern Campbell County)

        Established by the Fiscal Court to hear property owner appeals of the number of 911 fee units assessed.

        Municipal Government League of Northern Kentucky

        The MGLNK is an association of Northern Kentucky local elected officials who convene to network, discuss common issues and collaborate on regional solutions.

        Ohio-Kentucky-Indiana Regional Council of Governments (OKI)

        OKI is the region's Metropolitan Planning Organization (MPO), a federally mandated and federally funded transportation policy-making organization that is made up of representatives from local government and governmental transportation authorities. OKI has final authority over all federal dollars spent on surface transportation in the region.
